Wordfence Causing Error Even After Removing Extended Protection and Deactivation

Hello, I am trying to create a duplicate website. As part of the packaging process I know if I have Wordfence I need to remove the Extended Protection that alters .user.ini and .htaccess. I have done so and deactivated the plugin before making the package.

However, when I added the package and the installer to the directory of my new site, I get HTTP ERROR 500 upon visiting my-domain.com/installer.php. I checked the directory and there’s an error_log with the following:

This seem to occur each time I try to visit my-domain.com/installer.php

What is causing this? Have I misconfigured the server?
