LPLWeb on "500 error won't resolve."

I am currently the administrator for mylpl.info and mylpl.info/bookfestival.

My issue is with the Book Festival site.

I am regularly encountering a 500 error. The site is live now only because I accessed the server via FileZilla and removed the web.config file from the /bookfestival/ directory. As soon as I make any change to the site it generates a new web.config file and kills the site.

I am aware that this is what WP is supposed to be doing and that it needs a web.config file to survive what I am not aware of, however, is why it's killing the site.

Here are some things that I've tried and some other symptoms that may be relevant for an accurate diagnosis:

  • I've investigated several issues with Permalinks but since that is making any kind of change to the site, it kills it.
  • WP is freshly reinstalled except that I kept the wp-content folder and the wp-config file.
  • The sites are set up as a multi-site
  • I have no access to the server aside from what I can get through FileZilla. I can access the main portion of mylpl.info, mylpl.info/bookfestival and their wordpress files, little else. Everything else I do has to go through our Library Director so I have to be able to bring him my case and the evidence to support it before anything can be done on the server side.
  • We are running on a Windows server. There is nothing I can do to change us over to a Linux server so please refrain from suggesting this as a solution.
  • The Director has increased "the memory available to php" but he said this didn't work. Also he tried to reinstall the theme and deactivate the theme but said neither of these solutions worked as well.
  • We did recently move from a Linux to Windows server for reasons I am not aware of.

My theory is that the server, for some reason, is blocking rewrite; since this is mainly what is contained within web.config. I've researched how to solve similar issues within a Linux server but have no answers when it comes to Windows servers. I need something to bring to the Director so that he and I can get together and solve this issue. Any and all advice, sans telling me to move to Linux, is appreciated, thank you.
